That's not really true at all. Presidents decide what wars we fight, which bills to veto, nominate supreme court judges, direct law enforcement agencies as to what they focus on and enforce, etc etc.

Most of that stuff is controlled through a deep layer of entrenched bureaucracy. Good luck starting a war if the generals think it's a terrible idea.

The main concern IMO is the supreme court - Trump could conceivably have three picks during his term, which would have a real impact on American jurisprudence for decades to come.
