They actually ran an experiment in a town where they removed virtually all the lights and signs. Best part was that accidents dropped, road rage evaporated, travel times to get across town dropped and pedestrians reported far more civil and considerate road users, who would stop to let people across and wait, etc.
Naturally these results scared the shit out of the government sponsors so they were ignored and buried as usual and then they spent money putting up more signs telling us what to do "for our own good".
Much like every independant investigation into drug laws, etc.
