Do we need to do the whole industrial music thing again?

tl;dr: For a generic programme on a generic channel it's probably something provided by a production library, commissioned to be either genre-typical or soundalike, because it's cheaper than using the real thing, because even when the composers are long-dead and the copyright in the music has expired, for any recent recordings the separate rights in the sound recording typically haven't.
